Final HIPAA rules to be published August 17

The U.S. Department of Health and Human Services has announced on its Web site that the long-awaited final rule on national standards for electronic transactions will be published August 17.

The standards, part of the Administrative Simplification provisions of the Health Insurance Portability and Accountability Act (HIPAA) of 1996, are intended to reduce health care costs by instituting standardized procedures for electronic transmission of administrative and financial transactions. The rules will be implemented over the next 2 to 3 years, and are expected to result in significant data security-related expenditures by healthcare organizations.

Introducing the provisions August 11, President Clinton said the rules will help keep healthcare premiums down and give doctors more time to spend with patients. The almost-final text, to be published in the Federal Register, can be viewed online at http://aspe.hhs.gov/admnsimp/final/txfin01.htm.
